It was a full house at the Town’s Transportation Committee meeting on Sept. 6. Residents of Grassy Creek, Belle Hall and Tidal Walk neighborhoods filled the Council Chambers at Town Hall to comment on and hear updates regarding the I-526 Long Point Road Interchange project from the South Carolina Department of Transportation.

After approving minutes from the last Transportation Committee meeting, which undoubtedly drew a much smaller crowd, it was time for public comment. Residents wasted no time in getting to the microphone to air their grievances about the project.

To maximize their time, residents of the neighborhoods took turns reading a letter which outlined specific concerns with the project. In increments of two and a half minutes, neighbors read paragraph after paragraph of issues, citing noise, safety and pollution as top stressors, and presented additional solutions for the interchange.

“We’ve presented several ideas to SCDOT, and they deserve consideration and further study. Additionally, all of the current SCDOT proposals include eliminating the current left hand turn for Long Point Road onto Belle Hall Parkway,” said Grassy Creek resident Angie Anderson. “We believe that a lighted intersection is the best long term solution for traffic and safety.”

Michael Allen, who has lived in Belle Hall since 1996, said that he understands the challenges of growth in the Lowcountry and how vital the Port Authority is to the area, but that this growth has become a “burden we have been shackled with unwillingly.”

“Although my home is not in the direct path of the proposed alternatives, the collateral damage that will be inflicted on me and my family along with the communities in its pathway is monumental,” Allen wrote.

The adoption of the National Interstate and Defense Highways Act in 1956 authorized the construction of an interstate highway system throughout the United States. The complaints that the neighborhoods raised are consequences of this act and it’s the same thing that’s been happening to communities of color for decades, Allen said.

“Show me an interstate highway in an urban area for the most part of America, and I’ll show you a brown or underrepresented or underserved community,” Allen said. “Now, these individuals, these families, communities on Long Point are now facing a consequential situation that many Americans have been facing since the inception of the NSA program.”

It’s up to SCDOT to rectify this through compromise and collaboration with the Town and residents, he said.

Following nearly 20 minutes of public comment, SCDOT Project Manager Joy Riley had the floor to update the town on the project. Riley said she has received nearly 500 comments about the project in the 30-day comment period that ended on Sept. 1.

“There are multiple levels of public input. The type of input we have gotten over the last 30 days is exactly the kind of input we’re looking for,” Riley said. “We are really at that top level trying to figure out how to fix the traffic problems.”

Out of the six improvements proposed by the SCDOT for the interchange, only four will be moving forward with in-depth traffic analyses and further design. Alternatives four and five, which propose a single-point urban interchange and a flyover, respectively, will not be studied further, Riley said.

“Our goal would be to take these further through that design process and make those modifications,” Riley said. “Once we pick that preferred alternative, we still have to seek our approvals through our federal highway partners.”

SCDOT hopes to hold a public hearing for the project by 2023, where the modified alternatives will be presented along with a preferred solution.

MOUNT PLEASANT, S.C. (WCIV) — “First of all, I know we’ve been talking about the numbers.”

Mount Pleasant Town Councilmember Howard R. Chapman was one of several folks waiting for the ballots to be counted Tuesday evening.

But Chapman wasn’t waiting for a candidate’s victory and was pushing for funding for the town’s park system.

Chapman and his team of elected officials, including Gary Santos and John Iacofano, along with voting public members, worked over the past six weeks on the Vote for Parks referendum.

The referendum barely passed by around a percentage point and several hundred votes.

Chapman says, “But this is another experience that shows every vote counts.”

Another council member, Iacofano, echoes Chapman’s take. And win or lose, he was glad it went up for a public vote.

Iacofano says, “the most important thing is that battle was won at the ballot box.”

The package has a 50-million-dollar price tag. Most of the project focuses on turning 100-plus acres of land purchased in 2011 along Rifle Range Road into what Iacofano calls a “legacy” park.

Multiple fields for multiple sports, including soccer, volleyball, and disc golf, an outdoor basketball court, walking trails, and gymnasiums are mapped out.

Plus, a team effort by Mount Pleasant and Charleston County purchased neighboring land for environmental preservation.

Also, part of the plan is to fix several other parks in the system.

Councilmember Gary Santos is excited about the possibilities.

Santos says, “we’re trying to give the kids that are coming to now, and adults, a place that’s really nice that’ll have new fields for them to play on.”

Perry Rourk, the Chairman of the Mount Pleasant Recreation Advisory Commission, says, “not having this referendum will be a huge setback.”

Despite their enthusiasm, not everyone was on board. That’s easy to tell by the close tally, which is not official yet.

Adding an average property tax of $80 yearly for most homeowners over the 15-year bond payout period was a known turnoff for some voters.

Neighbors recently told us that they worried about flooding and parking issues. Looking at the Phase 2 map of the plan, portions of the property are set to deal with drainage.

On Friday, the vote could be certified, making it official.

If that happens, groundbreaking on the Rifle Range Road portion of the planning could happen in November 2023.

MOUNT PLEASANT, S.C. (WCSC) - The Patriots Point Development Authority Board and Bennett Hospitality hosted a groundbreaking ceremony Thursday to mark the start of a five-phase, 15-year development project.

The Patriots Annex project is a $300 million development that will include three hotels, restaurants, entertainment, shops, three office buildings, parks and an amphitheater. Developers estimate initial construction and submitting of remaining plans will start in fall 2023.

The project was approved five years ago by state supervisors. After the initial approval, Michael Bennett of Bennett Hospitality and his team began planning the development.

“I’m born and raised in Charleston and when Patriots Point presented the opportunity for me to help develop this property, just as a personal Charlestonian, I was very, very excited to think I could do something that was beautiful, and also help Patriots Point,” Bennett said. “It was a very natural fit for me.”

The largest hotel, the Grand Patriot, will sit towards the back of the property at 250 rooms. The other two hotels will have 100 to 150 rooms.

Gov. Henry McMaster was also at the groundbreaking alongside other state and Lowcountry government officials.

“This project is going to be wonderful [at] the Patriots Point Naval and US Maritime Museum,” McMaster said. “We’re going up. Tourism is a $24 billion business in South Carolina. So that is why we’re thriving. And I promise you, we’re going to keep on thriving.”

Bennett and McMaster said the development will establish hundreds of jobs and millions of dollars in revenue. By using the land near the USS Yorktown, the money will help maintain the ships and aircraft located on Patriots Point.

“It is going to be a huge economic impact for not only Mount Pleasant, but for the entire Lowcountry in the state of South Carolina,” Bennett said. “There will be hundreds and hundreds of jobs that will afford local people to be able to work here and as well as welcomed visitors to come here.”

The first step in construction is to move the visitor parking lot due to much of the proposed development being built on that land. A new parking lot will be moved to accommodate visitors and tourists.

The project will take about 15 years with five phases to complete.

MOUNT PLEASANT, S.C. (WCBD)- Town leaders are urging Mount Pleasant residents to vote in favor of a recreation referendum on the ballot in November.

Members of the Mount Pleasant Town Council and local recreation leaders held a press conference on Tuesday to highlight the projects that the referendum would fund.

If approved, the referendum would levy a tax increase on property owners to fund several future recreation projects, including:

The referendum would cost taxpayers approximately $6.67 per month on a $500,000 home for a period of 15 years, according to officials.

Some town leaders including Councilmembers Gary Santos, Jake Rambo, John Iacofano, GM Whitley, and Howard Chapman, along with many residents, are in favor of the referendum and believe they are investing in the future of the town.

“We have to take care of our kids,” said Ralph Lundy, Mt. Pleasant Voter and former College of Charleston soccer coach. “That is the most important thing…to take care of our kids. And this does it.”

“Mt. Pleasant is a family-first community and that’s what this referendum is about,” said Councilman Jake Rambo. “It’s about providing our families, specifically our children, with the space to grow athletically, they can grow socially, emotionally, and in a safe environment.”

“We’ve gotta start focusing on building for the future and this referendum is gonna help us get there,” said Perry Rourk, the chairman of the Mt. Pleasant Recreational Advisory Committee.

While many will vote in favor of the referendum, others, including Mt. Pleasant Mayor Will Haynie, are concerned about the environmental impacts some new facilities could have.

“If recreation needs so much funding, why are there pictures out there that citizens are sending me like from this past weekend in great weather…tennis courts that are unused, ball fields that are unused,” said Mayor Haynie.

Mayor Haynie also believes a tax increase is irresponsible.

“I think it’s tone-deaf to propose a 10% tax hike on all the residents in Mt. Pleasant during the highest inflation we’ve had in 40 years,” he said. “It’s 10% across the board on your town taxes. 10% on your home, 10% on businesses, 10% on your car, 10% on your boat.”
