MOUNT PLEASANT, S.C. (WCIV) — SC Senate bill 425 would allow retailers to sell alcohol curbside or through delivery, including beer and wine.

ABC News 4 asked a local liquor store owner what he thought about the bill.

POLL: Should alcohol be available through curbside pickup and delivery in SC?

Bill Colven has owned O'Neill spirits in Mount Pleasant for seven years.

"There is lots of tourism in the area. We bring in out-of-towners who shop in-store. It's a great environment. People come in friendly, happy come into a liquor store," said Bill Colven, Owner of O'Neill spirits Mount Pleasant

Lowcountry Senator Sandy Senn is one of the bill's sponsors. She said it ties back to the early days of the pandemic.

"During COVID, many people were uncomfortable getting out and going to grocery stores and liquor stores. They preferred curbside service a lot, and that went on during COVID. People decided they would like to see it continue," said Senator Senn.

Colven said he is 50/50 on the Senate Bill.

The curbside part said he supports it because they would serve customers curbside during the pandemic.

"We would get calls ahead of time to ask if we would be able to do that. We were able to process credit cards over the phone. Of course, when they show up, (we would) check the ID and make sure it's legal," said Colven.

For the delivery option, he wants to know a bit more.

Culven said third parties have proven to work in other states through apps like Drizly.

But, when it comes to if his store would do delivery...

"Delivery is kind of a slippery slope for me. There are a lot of challenges that could bring businesses; we are a small family-run business. I want to see how my numbers would look and if it makes sense economically," he said.

Senator Senn said if the bill passes, retailers would have a separate license. And it would be an option, not a requirement.

"There’s a separate provision for ABC/SLED to come up with a license. They could get in order to something need risk/loss if they (retailers) do something improper. Also, they would have to carry a 1 million dollars worth of liability insurance," said Senator Senn.

The most important thing to Senator Senn and Colven: is that the current rules on alcohol sales remain intact.

"The license has to be checked. Obviously, a retailer could lose their license in a heartbeat (if they don't follow the laws)," said Senator Senn.

The bill now goes to the full Senate; if it passes there, it will head to the house.

The story that affects us, the fellow coastal South Carolina residents, begins at the Seaview Inn some 20 years ago when the Henry’s decided to leave the corporate cityscape to nurture a charming inn with no air conditioning, no television and perfect ambiance.

“We took over the Seaview Inn, and it was all slamming screen doors, rocking chairs and good Southern food,” Brian Henry reminisced. “That’s where the pimento cheese started. It was served as an app there.”

What he didn’t say yet was that everything actually began at that little inn. However, as the delightful recalling of his path to becoming mayor of Pawleys Island progressed, he realized just that.

After the Seaview was sailing smooth seas and their two small children were attending school, the Henry’s found themselves looking for their next opportunity to grow. That’s when Brian Henry asked Sassy, “What are you passionate about?”

“I’m passionate about my cheese,” she answered.

Sassy Henry, who revolutionized the Southern classic pimento cheese with flavors of cayenne pepper, draws from a traditional Georgian holiday cheese and whole shreds of textured cheddar. She teamed up with her husband to market the Pawleys Island vacationer’s favorite, which now rests on shelves in 9,500 stores in 40 states.

About a decade after the commercial birth of the South’s favorite cheese, Brian Henry felt what he calls “a pull, not a push” to become mayor. A respected town business owner and family man who was known to care about the future of the island, he decided to run for the seat at the urging of other townspeople who hoped to keep Pawleys Island the wonderful hideaway it is. He won.

“I was never interested in politics,” he remembered, “I’ve just always been involved. If you care about something being better, you can’t just sit on the sidelines and watch. You have to get in there.”

So, he got in there. He now speaks with pride about the amazing Fourth of July celebration that is “true Americans,” and about the founding of organizations that can keep big box stores and over-development out of Pawleys Island.

“The goal for the island is to maintain,” Henry offered. “Like the bumper sticker on my truck says, ‘love it and leave it alone.”’

Though sameness is the path to success for the island itself, the Henry’s still strive for more growth on the business front. The two are in the process of expanding their small Pawleys Island business Get Carried Away Southern Market into Mount Pleasant, where they hope to establish a flagship store for a future franchise. The business currently focuses on scrumptious Southern catering and take-out made easy. The Henry’s aren’t sure what the future holds for this venture, but once again, they are doing it together under a sky, not a ceiling.

Reflecting on all the accomplishments, Brian Henry recounted with a nostalgic tone, “Seaview was the genesis. This all happened because we bought that inn 20 years ago.”

Perhaps the inn is the energy source, embodying the soul of Pawleys Island itself. That is a soul of humility, simplicity and staying power. Just never forget, it is a soul powered by the force of all the Atlantic, which comes in and fades back every single day.

HOW IT HAPPENED:

Pitchers ruled the day, as the Lancer arms combined to surrender their fewest runs and earned runs in a game this season. A five-headed hydra of , , , and limited College of Charleston to two runs, with only one counting as earned, on seven hits and six walks between them in the nine innings.

Meanwhile, the Cougars returned the favor and fended off an aggressive Longwood squad that was constantly hunting for extra bases. A trio of pitchers combined to limit Longwood to five hits and one run while only giving up two walks.

For Charleston, Jake Brink went 4.2 scoreless innings before exiting in the fifth inning to set the tone. He didn't earn the win though, as Connor Campbell finished the fifth with his team in the lead. He went 0.2 innings. Alex Lyon, a freshman, evaded trouble with a late base runner to earn the save.

Bunch took the loss for Longwood despite a solid outing in his first collegiate start. The freshman gave up four hits and a walk that led to one run, but he limited the damage in his two innings. Gibbons, Walker and Dittner all tossed scoreless frames, and Vanvickle was charged with an unearned run in the fourth inning.

The Lancer offense started slow but posted hits in four of the final five innings to put the tying run on base repeatedly.

Longwood got on the board in the sixth after hit an RBI groundout to score .

In the final two innings, the Lancers had the tying run reach in each frame. However, a strong throw from left prevented the tying run from touching home plate to end the eighth, and a heads up play in the field erased the first opportunity in the ninth. then poked a single to center with two outs to give Longwood one last chance, but Lyons recorded a strikeout to end the game.

We’re not any keener on the idea of an apartment moratorium in Mount Pleasant than we were when it first arose many years ago. Instead of standing as a roadblock, the town’s leaders should work harder to ensure that South Carolina’s fourth-largest municipality has safe and affordable housing options for all.

“Mount Pleasant has traffic problems. Its public schools, while considered very good, are crowded. And its mostly residential tax base puts a heavy demand on town services,” we wrote at the time, adding: “But imposing a moratorium on new multi-family housing is unlikely to fix things. Indeed, it might exacerbate the problems.”

The town not only approved that moratorium back then, but it took similar action at least three times since and recently voted to extend the moratorium yet again, to 2025. We understand the politics here: The town’s officials all are elected by voters who are concerned about property values and the impact of growth on their quality of life. The easy choice is to use zoning policies to slow, if not stop, unwanted changes, but that’s not the right choice, and it’s not surprising town leaders have been attacked for creating a perceived culture of privilege and exclusion there.

While it might be debatable whether the town’s years-long multifamily moratorium has exacerbated its problems, it certainly hasn’t solved them either. And it has helped worsen one of our region’s most pressing problems: Too many residents are having too much trouble finding an affordable place to live near where they work.

Restricting the housing supply by outlawing certain types of housing (apartments, townhomes) only increases the demand and drives up prices. That’s simple economics, a reality that real estate voices recently pointed out to Town Council, to little avail. The apartment moratorium might be popular to the town’s older, wealthier, established residents, but what about their children who one day will graduate from college and might want to return to town?

The years-long moratorium hardly has addressed the town’s traffic congestion either. Most still consider that the town’s No. 1 problem. As we noted in 2016, well-placed apartments where tenants can walk or bike to work, school or stores can reduce traffic. We suspect a growing number of the town’s teachers, firefighters, retail workers and others are commuting in from nearby cities — longer trips that only worsen congestion on U.S. Highway 17 and other arteries.

In general, any moratorium should include a sunset date to keep the staff and council focused on addressing the concerns that led to the moratorium in the first place. The stated purpose of the current moratorium extension is to give the town time to rewrite its zoning code to synch up with its most recent comprehensive plan. Earlier versions were justified to give the town’s infrastructure time to catch up with new development. We don’t doubt some other justification can be found for yet another extension in 2025 if town leaders so choose.

As reporter David Slade noted, other S.C. towns and cities have halted permitting for apartments temporarily, but none has done so for as long as Mount Pleasant.

To their credit, town officials have recognized the affordability argument and have tried to exempt multifamily projects with an affordable component. While endorsing Mayor Will Haynie for reelection in 2021, we noted the town’s moratorium on multifamily housing has exempted affordable projects, but we also noted the need for more leadership on affordable housing. We still need that.

As Mr. Slade’s story made clear, no new apartment or condominium developments have been allowed since early 2017 (and the town also has curbed the number of residential units that could be built above businesses). While the town’s latest moratorium extension and its cap on new residences allowed in commercial areas both include exceptions for attainable housing, similar carve-outs have not worked in the past.

And some real estate professionals have predicted they won’t work this time either. A cynic might see such caps not as a meaningful step toward creating more affordable housing but as a fig leaf to suggest the town is working harder to promote such housing than it actually is. At the very least, town officials should review these exceptions sooner rather than later to determine if they’re working — and expand them if they’re not.

Mount Pleasant’s relative inaction on affordable housing — its recent decisions to extend the moratorium and limit new residences above businesses merely continue a years-long trend — only has increased pressure on neighboring jurisdictions to step up, and while they have done so to some degree or another, the affordable housing problem demands all hands on deck.

Town Council members have acknowledged Mount Pleasant needs more housing that town employees, teachers, hospital workers and the like can afford, but unlike their counterparts in Charleston, they have not been willing to consider subsidizing such housing. And the town’s zoning policies, specifically its moratoriums, permit allocation caps and the like, put the private sector’s efforts to create such housing even more out of reach. Something needs to change.
